The Vietnamese government has officially launched the national blockchain platform 'NDAChain' to strengthen its data sovereignty. This project aims to enhance the security and transparency of the digital ecosystem by applying blockchain across all sectors, including administration, finance, healthcare, and education, centered on public data.
NDAChain is led by the National Data Association (NDA) and operated by the Data Innovation Center under the Ministry of Public Security. It has set key tasks to overcome the limitations of centralized systems and enhance inter-system connectivity and online security.
Nguyen Huy, the Chief Technology Officer, stated, "Vietnam has chosen a hybrid blockchain structure that combines the advantages of centralization and decentralization" and described it as a "trusted infrastructure protecting the core data of a digital nation".
NDAChain implements consensus through a Proof of Authority (PoA) method via 49 verification nodes and introduces Zero-Knowledge Proof (ZKP) technology to simultaneously ensure data integrity and anonymity. It also enables real-time identity verification through a distributed DID system and mobile authentication app 'NDAKey'.
Private enterprises like Zalo, Masan, and SunGroup, as well as state-owned institutions, are participating in node operations. NDAChain is designed with a high-performance structure capable of processing up to 3,600 transactions per second. The Vietnamese government plans to fully implement it across national data centers, local governments, and major universities by the end of 2025.
The second phase of NDAChain's roadmap will begin in earnest next year, focusing on international partnerships and developing industry-specific blockchain application services. Vietnam's strategy is to secure leadership in the global digital economy through these efforts.
A representative from the Data Innovation Center emphasized, "NDAChain is not just a technology, but a national infrastructure realizing digital sovereignty" and "Vietnam's strategic move to prepare for the global data competition era".
